Just pay them what you owe them man !
Take it that you are paying for wrong judgement in hiring and keeping them.
Also for not having fired them while they were on probation.
(If an employee is inefficient or unproductive, is it because you did not give him proper training ??)
If your company cannot afford to pay them compensation then it is time for you to close business !

And as worthless as your employees are... posting a topic written like that on a forum read by about 80% of all foreigners in Shenzhen (and Chinese looking for foreign jobs)... well... I'll leave it up to you what impression you leave Bernie.
